BOSTON--(BUSINESS WIRE)-- Employers are facing the dual challenges of controlling health care costs while complying with an increasing number of compliance requirements due to the Affordable Care Act (ACA). At the HighRoads 2011 Customer Summit, May 2-4, Fortune 500 employers will share how they are reducing costs related to compliance without sacrificing health care benefits for their employees.
Employer presenters at the Customer Summit include AT&T, Boeing, Deloitte, The Coca-Cola Company, Pitney Bowes and William Bonk, former Director, Benefits, Health & Wellness, Lockheed Martin.
Thomas Barker, former General Counsel of the U.S. Department of Health and Human Services (HHS), and a partner in the law firm of Foley Hoag, will give the keynote speech. At HHS, Mr. Barker was instrumental in implementing the Medicare Prescription Drug Benefit (Medicare Part D); Medicaid modernization; former President Bush’s agenda on health care transparency and health information technology, and the President's health care access proposals.
Since the enactment of health care reform, Mr. Barker has counseled Foley Hoag clients on the new law. At Foley Hoag, Barker also focuses his practice on Medicare and Medicaid reimbursement issues for innovator pharmaceutical products; legal, regulatory and strategic advice for multiple Medicare providers; crisis counseling, and providing legal advice to Medicare Advantage and Medicare Part D plans.

About Thomas Barker
Thomas Barker joined Foley Hoag as a partner in March 2009, and focuses his practice on federal and state, health care legal and regulatory matters. With the enactment of federal health care reform in the Spring of 2010, he began counseling clients on the multiple changes to health care laws that have occurred as a result of the legislation.
Previously, Barker served the Bush Administration in a succession of high-level federal health care policy positions: as acting General Counsel of the U.S. Department of Health & Human Services (HHS), and prior, as health policy advisor under HHS Secretary Michael Leavitt. During his time at HHS, Barker played a key role in the implementation of several major health policy initiatives: the Medicare Prescription Drug Benefit (Medicare Part D); Medicaid modernization; the President's agenda on health care transparency and health information technology, and the President's health care access proposals.
Barker has served as an Assistant Professor of Health Law at George Washington University Medical Center, School of Public Health and Health Services. He has also served as an Adjunct Professor at the Suffolk University School of Law, where he earned his J.D. degree. Barker has a BA from Jacksonville University.
